Forgot to mention. There is a 3ds max plugin which is doing pretty the same thing. GhostTown. The difference it's not free and it has more datails in final geometry. My method is worth for far views.
Thanks for the swift reply mate! no clues about coding/github/houdini. But ive used ghostTtown before. And didnt aware of its capability to use this map data! will dig more on this for sure. ~gracias

Hi. The process is a bit more complicated but pretty straight forward. https://mapzen.com/data/metro-extracts/ Data was taken from here. I processed it in Houdini with https://github.com/danleesmith/HOU_GeoTools It's a free script to convert data into polys. Then in 3ds Max I've worked with this raw geometry and applied materials and lighting. To get a good start - look in the web for CMIVFX tut "XML cities" or something like that. But with the github script you don't need to write anything of your own, just use it for free. Cheers.
Hi Serghei, thanks for the nice short tutorials u shared. 1 small questions, did u generate all the blocks from the black map? bump map or what ever u call it. can u explain more on the process in generating all the smalls mesh according to data
