Go to Customize -> Preferences -> Viewport and turn Zoom About Mouse Point on. That will make your mouse scroll work like a point zoom, ie, your zoom will focus the mouse pointer. Since scrolling does not interfere with the line command, you can zoom in and out, even emulating pan with just a sroll.
