Modeling/Texturing: The foreground up to the tower is very nice, but it's hard to tell what's going on in the rest of the dome.
Lighting: I can see what you're going for with a dramatic focus on the tower and walkway. The warm light inside the tower is very good and is a nice contrast with the rest of the scene. I would like to see more range of value in the background, perhaps with a brighter sky.
Composition: For most part is good, though I generally don't like tilted horizons. In this case, I don't think it's tilted enough to really do anything for you so it comes across as arbitrary. The "creature" in the upper left seems a little too strong and somewhat distracting. That said, the foreground is well composed with a clear sense of sequence leading to the tower element.
C/O/D: This is a very unique and well executed rendering of the foreground. Eliminating the detail from the background significantly reduces the technical difficulty.
Unity: The foreground is very well unified, but the dome in the background does seem unresolved and somewhat out of place.
Brief: Again, the decision to focus so strongly on one element is a departure from the brief and doesn't give the viewer a strong sense of the large dome space.
