Modeling/Texturing: Very good - I especially like the texture and sheen on the underside of the top deck. Your eye goes straight to it, and it's very well done. Other parts of the image are a little flat, but for the most part the lighting scheme is pretty forgiving.
Lighting: Well done - very evocative and inviting. The use of cool and warm colors is handled exceptionally well. The glow from outside is perhaps a bit too strong, concealing some of the detail in the background, but this is a matter of personal taste.
Composition: Possibly the weakest aspect. I'm not a fan of the tilted horizon, and I don't think it's buying you that much here. The central column is a nice diagonal through the image, but I would have liked to see this handled differently. The camera seems low relative to the foreground railing in the lower right corner - as a result, the railing interrupts the view to the base of the tower, and unfortunately is cutting off some of the people's heads. All of this being said, the top of dome is an excellent compositional device to contain the energy of the diagonal.
C/O/D: Very creative and original. Pulling all of this together required a great amount of technical difficulty as well. Good job.
Unity: Extremely well unified, with the only exception being the people at the base - they seem like they're in a hurry and not enjoying themselves as they should be.
Brief: Well done, some of the trees are a little flat and the scene could be more lush, but overall very good.
