Do you mean the Lamps themselves, or the light that they are giving off?

If I was doing this with standard Max lighting, I would make the fixture have a slightly transparent material with a self illumination value of 100 to get the glowy effect. (and I don't know if Vray free will let you do this, but if you can, tell the objects to give off more GI than the default of 1 to help light the room)

Then for the light source, you could just use 2 spot lights placed on the top and bottom of the fixture.

Select a light (hopefully they are instanced) and turn on area shadows. You can adjust how sharp the shadows are with the UVW size below that.

If you look at the photo there's also a reflection from the paint, it's not just the light emmiting from the lamp. In the reflection slot of the orange material add a vray map and turn the ammount down from 100 to somewhere around 20. Leave it as "reflect" and turn on glossy. You'll have to experiment with the glossiness, the higher the number the sharper the reflection. I'd start with 100 and go from there. Make sure you take the Subdivisions down to under 5....especially with drafts. It will take a loong time to render if you don't.

How is the scene lit besides the lamps? Overall the image lacks contrast and I think that's hurting you too, especially if you are trying to match that photo.

Hope that helps...

Chuck
