Somebody has to know how to make an animated material/shader for foam on water. If you look at some of challenege three movies, Alexandre Malignan for example, there were animations where this event happened. How though I dont know.

this was something i was working on for a beach scene. all done in 3dsmax. right where the water meats the bech is added in a foam texture. there is a gradiant which darkens the sand as well at from the shore break out to the ocean edge of the land mesh so that the sand looked wetter. i was also going to add in a gradient reflection map for the wet part as well but thought it was overkill. the dry part of the sand is with a lighter sand color

The foam could also be done playing with cellular maps and gradients. You could mix them and have a try.
