That's the minimum resolution, so that means it can be PAL or NTSC. Any Codec is fine as long as it's not too obscrure or no one will have it. The idea here is that anyone will be able to view your video without having to download a new codec somewhere.

I think this would be considered non-profit, so you should be able to use the Moby tracks. There is a form you have to fill out when you download the tracks and how it will be used, so just explain how you are using them.
