Why a rack? It's only one computer. Just get some EATX case. You'll need the Xeon chips for it, at least 4GB or FBDIMM memory (more is an option with 64-bit Windows) and the rest of the computer, of course. If it's just a render node and you have another computer for the workstation, it doesn't need a good video card. It does need a good power supply.
