here's my try. just a couple of filters applied, it's been more a curves-saturation-selective colors work. looks a bit messed up after compression.

hi nisus,
the grain is a diffuse glow effect. first i contrasted-saturated (curves, saturation) the image as it was, then added diffuse glow effect (graininess 8, glow amount 4, clear amount 17). the result was quite bright so i adjusted curves and colors (selective colors) again just to find the right balance and then added a rough pastels filter. i'm pretty sure that was all.

tried too... first NPR

erased the psd... will try to remember

used something like 10 layers
with some transparency
2 were used to recreate the orange color one with fading of two different tones others with some artistic filter (can't remember which ?? & ?? )
1 was for the sky
3 were used to play with the lines noised and 2 forgotten filters
2 or 3 used for shadows watercolor and ???

at last merged all and then applied texture as seen in a tut here @CG

i think so many holes in my memory won't help a lot.... lol
