I'm planning on rendering at 720x480 with a PAR of 1.0. Will this be ok? And like Ernest said, Premiere will either want to change this to .9 or 1.2 so I don't know if thats going to create any problems.
Also, is Premiere capable of exporting to DivX format? If it is, I don't see that anywhere.

If you can, use square pixels as we will be using a laptop and an LCD projector, so there is no need to account for non-square output like televisions.
You should be able to export to DivX if you have the codec installed. DivX is an AVI format, so you just need export to AVI and chose DivX as your codec.
