Yeah my LVS 3.0 and 3.11 used to be dongle-less but I got tired of the authorization so I ordered my license by switched to a dongled version. So to answer the original post, they did not have to be part of the original package but the only way your locense was transferred to the dongle is to go through Lightscape since they did this themselves and since they are now out of business (or LVS is no longer supported) then its hard to find an LVS copy with a dongle.
