Is there any way to create HDRI files? or
Where can I download them?

it is possible to create hdri images by combining multiple images that have different exposures. otherwise you'll need a hdri camera, but these are very expensive.

there are samples which can be downloaded. a couple can be found at http://www.sachform.de/download_EN.html

try searching in google for others , maybe try dosch design as they do hdri's on cd for purchase, they may well have samples
