Modelling : Looks ok, although seeing the detail is difficult under the strange yellow tint.

Lighting: There isnt really any attempt at dynamic lighting, the yellowish tint destroys the quality of light, which is crucial to an image. It shows the shape and form, and can be used to invoke mood and feeling.

Composition: Nice framing of the building, just all let down by the tinting. It hides pretty much everything.

Overall the tint does not do your image any favours. If your going for monochrome, then black and white is the way to go. With B$W you can still get a good sense of form, light and shadow.

The tinting is quite brave but obscures my understanding of what the building is about. The foreground landscape on the right doesn't look very convincing, especially when contrasted with the nice depth cueing and bloom on the left.

Compositionally I think the image is a little lopsided and too heavy on the right. The tint makes reading the difference between transparency and reflections quite difficult.

The modelling of the observation turrets needs more polys or better smoothing.

M/T: Textues are lacking and the water is disapointing.
L: Lighting tricks are being misused here-they take the eye to unimportant areas of the image
Comp: It is heavy on one side and the dome appears to be floating
C/O: The color masks creative efforts
U: The image is unified and has a single feel
B: We're missing items inside the dome and the bridge wasn't included in the scene

From a technical standpoint this drawing is adequate, if a bit minimally modeled. You need to work on the compositing of the different elements – the edges show a bit too much. Certain aspects of the lighting work well – we like your touch of the highlight reflection on the water. But as has been mentioned, the yellow tone overwhelms the image, and the boiling sky is distracting from the structure. Like many of these renderings, there is a lack of life in the dome which makes the idea of visiting the place less than compelling. We applaud the dramatic approach, but the building could use some more detail to support the approach, or the yellow tone should be reigned in somewhat.
