Default Can Anyone Do This?, help me figure out how this "hair" system was created

Hi

I am trying to recreate a condition I found in a project I stumbled onto that I thought was done with Maya Hair. No matter what I do, I cant seem to control the hair with the same precision as in the simulations. I am particularly interested in the static cling formations. T

click on "Research" then click on "Speculative"

click on animation 09 to see the stuff I want to do. It is possible it wasnt Maya...and maybe that's why im having so much difficulty.
