Hi, Guys!
I apologize was late a little.
I spread the WIP.
Approximately at all ideas identical - maximum to keep an environment.
Here above it, I think all of us shall think.
I have decided from the north from a tower to make the main building that inside it was a kind not on city, and on ocean.
Still I think, that idea to look at a beacon from ocean main.
I have decided to not do the big islands, and to make " the American hills " - thin structure - imperceptible from coast and from the sea.
And in a cabin survey of a panorama will be cheaper, than by the helicopter.
It should become very fascinating attraction.
Not passive survey in a museum, and global flight above ocean.

I think that you could do with a smaller radius for the main structure. Right now it is too spread out. I agree about the fact that we should be trying not to disturb the existing site as much as possible but lets have some fun with it.

Guys, thanks for support!
I agree - the ring can be made less.
Below I show animation, the chamber have attached to a ring.
The kind from the chamber shows, that a ring not so big.
Always does not suffice a little that it became great.
On animation it is visible, that since the letter "A" on cape it is not visible a museum,
аnd it is visible only a historical situation.

The tourist center settles down in three " cuts of the ground " as on a breadboard model.
On terraces it is possible to enjoy horizons of ocean, to look at a tower through cracks in buildings
And to enjoy coffee under sounds of huge waves.

Here I had these cracks, apertures, cuts in view of.
Probably I shall continue them glass.
That development of the center was visible from city.
