A texture is what you put in the shader. A shader sets the values of the material so Blinn, SSS, phong, metal ect. There the shaders then you have the textures which you use with the shader so for examples you would put the texure maps in the shaders diffuse and bump slots. So the shaders and textures work together. Hope that makes sence
