VCD's and SVCD's are always very difficult to do. If you get any parameters even slightly wrong they tend to mess up. I think the problem will most likely occur with your .mpg that you have exported from Ulead. Here are some guidelines...

Resolution:
352x288 with 25 frames a second (PAL)
352x288 with 29.97 frames a second (NTSC)
MUST be an MPEG-1

Audio:
44.1KHz;stereo;224kbit/s

If you are producing an SVCD then you will need a completely different set of parameters.

My first guess why it doesn’t work would be that you used NTSC when you should have used PAL or vice versa. The other guess would be you needed to change the frame rate and the Ulead product you are using did not do it very well. It is really difficult to tell given the complexity of your production line and my unfamiliarity with ulead products.

I know this doesn't help you now but if I were you I would look into a package like adobe encore and producing DVD's instead. They have a LOT more benefits and tend to work a lot more easily.

Hope some of this helps
