Actually the cars are also not blurred, it would add realism. I like the feel of the lower part but since the tower is so dark I get the impression it's left out and not part of the same project.
I really like the lower commercial part though.

Very nice overall. But one thing strikes me as weird - when you look at the time delay in the shot (obvious from the car lights - must be at least 5-10 seconds) surely that would affect the people walking as well? - seems strange to see those frozen in time - they would be rather blurred.
And no street lights at all?
